
I held chairs at the Universities of Augsburg, Jena, Bayreuth and – since 2002 – Munich where I became an emeritus in 2025. From 1996 – 2002 I served as a judge at the High Court of Administration in Weimar, from 2007 – 2009 at the State Constitutional Court of Bremen. From 1998 – 2008 I was dean of the German Law faculties´ association, from 2002 – 2009 member of the Commission on Media Control. I participated in several Parliamentary commissions and hearings on European, international, national and regional level. In 2009 I became minister of interior of the Free State of Thuringia, in 2010 I was elected Justice of the Federal Constitutional Court where I stayed until the end of my term in 2023.

Research Project
The State of European Integration. A debate between von Bogdandy and Huber.
Until today it has been impossible to find a consensus on the foundation of European integration among lawyers, scholars, judges and politicians and there is little hope that there will be a significant progress in the nearer future. Against this background the idea is to make an assessment on the state of European integration from the beginning until today (2027). The assessment shall be presented in the form of a dialogue between scholars with quite a different approach to the topic. The objective is to contribute to the legal and public debate, to overcome the boundaries between academic bubbles and to make the issue more easily understandable also beyond a specialist audience. At best it will allow some conceptual convergence.
