
Born on January 21st 1959 in Munich I passed the school leaving examination (Abitur) in 1978 and was picked up as alumni of the Stiftung Maximilianeum. From 1978/79 military service with the Mountaineer Regiment 231, then studies at the universities of Munich and Geneva. I passed the First State exam in 1984 and the Second State Exam in 1987. In 1987 I also finished my Ph.D work and was awarded the title of Dr. iur. After spending three years as research assistant with Peter Badura at the University of Munich I finished my Habilitation in 1991. I then held chairs at the Universities of Augsburg, Jena, Bayreuth and – since 2002 – Munich where I became an emeritus in 2025. From 1996 – 2002 I served as a judge at the High Court of Administration in Weimar, from 2007 – 2009 at the State Constitutional Court of Bremen. From 1998 – 2008 I was dean of the German Law faculties´ association, from 2002 – 2009 member of the Commission on Media Control. I participated in several Parliamentary commissions and hearings on European, international, national and regional level. In 2009 I became minister of interior of the Free State of Thuringia, in 2010 I was elected Justice of the Federal Constitutional Court where I stayed until the end of my term in 2023.
